Francis D. Haines, Jr. and several other council members were recalled in an election May 11, 1970, after a conflict between the city council and the city administrator resulted in an attempt to discharge the city administrator and another city official.

This collection consists of papers relating to Haines’s term on the Ashland City Council including minutes, reports, correspondence, city publications, and other background and supporting materials about the issues considered by the council. Also included are papers related to the May 1970 recall election.
