Scope and Contents
D-9 "Report on Fire Protection Problems of the Klamath and Crater National Forests," by Arthur C. Ringland, F-Studies, U.S. Forest Service, Washington, D. C. (46p). A controversial report representing an opposing philosophy to the ideas in item D-4, and detailing the socio-economic problems to fire control in the Applegate drainage. The report proposes, among other measures, a widely-expanded controlledburning program. Arthur Ringland began his Forest Service career as one of Gifford Pinchot's original "student foresters" and later rose to District [i.e., Regional] Forester, in the Southwest. He went on to help create and implement the relief program "C.A.R.E." after World War II. This report reflects Ringland's concern for the human values and local attitudes involved in Forest Service land management. Arthur Ringland died in 1982. [RR-SNF/SOU-HL]
